The Big Picture

Arizona has roughly 169 vertically integrated marijuana establishment licenses including the 26 social equity licenses. Most operate in the Valley. Visit Phoenix’s official cannabis FAQ states that "Phoenix has more than a 100 recreational dispensaries operating in the state." Through November 2025, Arizona collected $255,493,777 in marijuana tax revenue YTD on more than $1 billion in 2025 sales (Arizona Department of Revenue).

Trulieve — The Largest by Footprint

Harvest Health & Recreation was Arizona’s largest cannabis retailer when Trulieve completed the $2.1 billion acquisition on October 1, 2021 — at the time, the largest U.S. cannabis deal in history. Harvest’s first Arizona dispensary opened in 2013; Trulieve has rebranded most Harvest locations under the Trulieve name, with locations in Avondale, Casa Grande, Chandler, Cottonwood, Glendale, Guadalupe, Lake Havasu, Mesa, Peoria, Phoenix (multiple), Scottsdale, Sierra Vista, Tempe, and Tucson. The first Trulieve-branded Arizona dispensary opened August 2, 2022 at 1007 N. 7th St. in Roosevelt Row, Phoenix. Trulieve operates more than 180 dispensaries nationwide.

Curaleaf and the Verano Spinoff (Zen Leaf / Cannabist)

Curaleaf operates a large Arizona footprint (Camelback, Central, 19th Ave, Bell, Glendale, Avondale, Scottsdale, Chandler, Gilbert, Tempe, and others). Curaleaf was at one point the largest MSO by reach but has since divested some Arizona assets to Verano — which rebranded several as Zen Leaf and Cannabist.

Per Cannabis Business Times reporting (June 25, 2025), "The company’s vertical Arizona operations consist of multiple cultivation and processing facilities and eight retail dispensaries, including Zen Leaf locations in Arcadia, Chandler, Gilbert, Mesa, Phoenix-Cave Creek and Phoenix-West Dunlop, and Cannabist-branded outlets in Prescott and Tempe." In June 2025 Verano launched its bodega-style retail format at Zen Leaf Cave Creek (12401 N. Cave Creek Rd.) — a hands-on, self-serve cannabis shopping experience modeled on traditional retail.

Mint Cannabis — The Tempe Innovator

Headquartered at the Tempe flagship (Baseline & Priest, 12,000+ sq ft). Locations in Tempe, Mesa (330 E. Southern Ave.), Phoenix (multiple), Scottsdale, plus expansions to Northern & I-17 and 75th Ave. & I-10. The Mint launched the nation’s first cannabis kitchen (2018), a high-tech grow (2019), drive-thru (2020), online service (2021), and a shuttle service (2022). Mint partnered with multiple social-equity license winners and operates two of the social equity dispensaries in Arizona.

Sol Flower (Copperstate Farms)

Per AZCIR, Copperstate Farms has "one of the largest indoor grow facilities in the country and nine Sol Flower branded dispensaries throughout Arizona," including the 32nd & Shea Phoenix flagship, plus locations in Scottsdale, Tempe, Peoria, and Glendale. Copperstate partnered with three social-equity license winners through its "Your Bright Horizon" program.

JARS Cannabis

Per AZCIR, JARS operates approximately 35 dispensaries across Arizona, Colorado, and Michigan. AZ locations: Arcadia, Cave Creek, El Mirage, Mesa, Metrocenter Phoenix, New River, North Phoenix, Payson, Peoria, Prescott Valley, Safford, Somerton, and Tucson. JARS partnered with multiple social equity license winners.

Story Cannabis

Multi-state operator (Arizona, Maryland, Ohio, New Jersey) with significant Phoenix-metro footprint: Bell Glendale (6676 W. Bell Rd.), Litchfield Park, McDowell Phoenix, Tolleson, North Chandler, Dunlap Phoenix, plus Bullhead City and Lake Havasu locations. Story acquired three Arizona social-equity licenses.

Sunday Goods — Premium Arizona-Only

Premium Arizona-only operator with three dispensaries: Tempe (723 N. Scottsdale Rd., open 8 AM–midnight), Phoenix (6330 S. 35th Ave.), and previously a Scottsdale location. Branded around "Dutch Greenhouse Grown" sustainable cultivation.

Per AZCIR’s reporting, of the 13 social-equity-licensed dispensaries operating as of October 2023, only one was operated by an original individual licensee unaffiliated with a corporate dispensary; the other 12 operated under Sol Flower, JARS Cannabis, Story Cannabis, or Mint Cannabis branding.
